Ipad should have had 4.0 to begin with, so hopefully Apple wont charge for it. It's already bad enough that you have to pay (full price) for the optimized version of apps you've already bought on the touch platform. However, Apple made the ios4 upgrade free for iPod touch users but given how long I had been using the device on the prior OS I would have been prepared to pay maybe $10 tops for it.
